Why Do Clothing Factories Refuse Small Orders Under 50 Pieces?

 If you're starting a clothing brand, you've probably run into this problem:

“I only want to make 20, 30 or 50 pieces to test my idea. Why won't factories take my order?”

The answer usually isn't that factories don't want to work with small brands.

It's because many of the costs involved in garment production don't decrease much when the order gets smaller.

Whether a factory makes 20 pieces or 200 pieces, much of the preparation work is still the same. When those setup costs are spread across only a few garments, the cost per piece rises quickly.

1. Pattern Making and Sampling Cost Almost the Same

Before bulk production starts, a garment normally goes through pattern making, sample fabric purchasing, sample making and, in many cases, several rounds of revisions.

Even if you already have a physical garment sample, the factory will usually need to recreate the pattern from your sample and develop its own production sample.

That work still needs to happen whether you're ordering 20 pieces or 200.

Imagine that pattern development, sample fabrics and sample making cost a few hundred dollars in total.

Spread that cost across 200 garments, and the additional cost per piece may be relatively small.

Spread the same cost across only 20 or 30 garments, however, and product development alone could easily add another $5–$10 or more to each piece.

This is one reason why low-MOQ production normally has a higher unit price than larger production runs.

2. Cutting 20 Pieces Can Require Almost the Same Setup as Cutting 200

Garment cutting involves much more than simply taking a pair of scissors to the fabric.

Patterns need to be prepared, markers arranged, fabric laid out, quantities checked and sizes confirmed before cutting begins.

Most of that preparation still has to happen for a small order.

Here's a simplified example.

Imagine one cutting setup costs RMB 200.

If you're cutting only 20 garments:

RMB 200 ÷ 20 = RMB 10 per garment

If you're cutting 200:

RMB 200 ÷ 200 = RMB 1 per garment

The real production process is obviously more complicated, but the principle remains the same:

the smaller the production run, the fewer garments there are to absorb the setup cost.

3. The Sewing Operator Has Just Gotten Comfortable — and the Order Is Already Finished

The same thing happens during sewing.

Imagine an operator can complete around 15 pieces of a particular garment per day.

With an order of 200 pieces, the operator spends some time preparing the machine and learning the construction method, but can then continue working on the same style for several days.

As the operator becomes familiar with the garment, the process gets smoother.

Production becomes faster, and maintaining consistent quality becomes easier.

With a 20-piece order, the situation is very different.

The operator still has to prepare the machine, understand the construction and get familiar with the style.

But just as they start getting into a rhythm, the order is finished.

Then the factory switches to another style and the entire setup and learning process starts again.

Frequent style changes create a surprising amount of unproductive time.

And in manufacturing, time is labor cost.

That's why conventional factories often prefer production runs that can keep workers on the same style for several days or weeks.

4. Buying Small Quantities of Fabric and Trims Is More Expensive

Fabric sourcing is another major challenge for low-MOQ production.

For an order of 20–50 pieces, many fabrics cannot be purchased by the full roll or at wholesale production prices.

Instead, the supplier may need to cut 10, 20 or 30 meters from an existing roll.

This kind of small-quantity purchasing can mean:

  • A higher price per meter
  • Cutting surcharges
  • Fewer choices of colors or dye lots
  • Higher shipping cost per meter
  • More leftover fabric that cannot easily be used

As the production quantity increases to 50, 100 pieces or more, depending on the garment and fabric consumption, there is a better chance of purchasing a suitable small roll or even a full roll.

That can significantly improve the material cost.

And fabric isn't the only issue.

Zippers, buttons, ribbons, lace, labels, care labels and even packaging often come with their own supplier MOQs.

So the MOQ of a garment isn't determined only by the factory.

It's influenced by the MOQ of the entire supply chain.

So How Can Some Manufacturers Produce Just 30–50 Pieces?

Because low-MOQ manufacturing requires a different production model.

A supplier needs to be comfortable with more frequent style changes, arrange cutting and sewing differently, and work with fabric and trim suppliers that are willing to support smaller quantities.

That's why low MOQ doesn't necessarily mean low cost.

In many cases, it's actually more complicated.

The goal is to make a supply chain originally designed for large-volume manufacturing flexible enough to support a small brand.

For a new fashion brand, your first production run doesn't necessarily need to be 500 pieces.

Sometimes starting with 30, 50 or 100 pieces, testing the product and then increasing production based on real sales is a much healthier way to grow.

But it's also important to understand the economics behind small-batch manufacturing.

The biggest advantage of low-MOQ production isn't necessarily a lower cost per garment. It's the ability to start with much lower inventory risk.
